LVB really does change the UW standard, but in all honesty a courage based UW deck isnt IMPOSSIBLE, and even with low power he can be given Fire easily enough as a Minion so that's fine.
I really like every card in the set, and Topar is DEFINATLY worth the ultra rare, just for his first ability let alone his second, and the fact that he isn't unique makes him ridiculously awesome.
